A St Paul foster home that hosts handicapped foster children has been the source of at least 14 police calls in the last five years, police say. Four of the calls involved domestic fights and three others were for various kinds of neighborhood disturbances. The address most recently came to light after a foster care toddler nearly drowned in a bathtub there and had to be revived by CPR.
Some foster care homes seem to be operated like production line businesses, with foster parents receiving substantial monthly cash payments, food stamps and Medicaid benefits from county social service agencies for each child in their care. In the recent Safe Haven story from Iowa, the monthly per child stipend for foster kids was estimated at $750.
Is this the kind of household we depend on to keep foster children safe at the taxpayer's expense, or is it just some negligent wingnut's cash cow?
