A man accused of shooting a St Paul teenager because he was angry at fireworks lit off in his neighborhood has been released from custody without charges at this time.

"The family of the 14 year old boy shot in the neck on July 4 while fireworks were going off on the West Side of St. Paul, said they were appalled that police released the man suspected of shooting him without charges.
Earlier today a Ramsey County District Judge declined to charge the man because of a lack of evidence of probable cause. Police meanwhile said they are continuing to investigate the suspect, Cary Francis Schmidt."
