An audit of the DNA database of convicted felons in Wisconsin shows that 12,000 samples are missing, including those of Walter Ellis, the prime suspect in a string of at least 9 serial killings of women in the Milwaukee area. DNA is supposed to be collected and stored on all convicted felons in the state, and critics say that if Ellis' DNA had been properly taken, he would have been caught long ago and would not have been able to commit some of the murders. In at least on instance, Ellis got another convict to give a sample in his place to evade detection of his involvement in the slayings.
