Post Rape Reports Drop As Investigation, Prosecution Improve
http://www.usatoday.com/news/nation/2009-10-06-rape-decline_N.htm

A better performance by police and prosecutors combined with technology advances has led to a much better track record of convicting rapists and reports of the crime are down drastically in recent years.

The area that probably experienced the most improvement is the classic "jump from the bushes" stranger rapist. They are not nearly as common as acquaintence rapists, but considerably more dangerous, more likely to be serial/repeat offenders, and likely to have a long record of escalating sexual violence. Those type of offenders would most likely be caught in larger numbers by DNA and other forensic technology, used in conjunction with a growing database of DNA profiles gathered from convicted felons nationwide.

Good news. It's easy to confuse and discredit a human witness who has been traumatized. You can't bully and baffle a DNA test.
