Massachusetts Governor Deval Patrick appears ready to reject health insurance companies' requests for premium rate increases and instead freeze them at 2009 levels. Four of the main insurers in the state report operating losses, and health care providers fear that they will respond by cutting reimbursement rates when current contracts expire.
Massachusetts passed a health care act in 2006 which required most state residents to carry health insurance or face penalties via the tax system.
