Sheriff Bob Fletcher was repeatedly critical of the plans and approach of the St Paul Police Department for handling security at the RNC convention, and expressed his displeasure in letters written to investigators evaluating the City's response to the event. His views clashed sharply with top St Paul officials including Chief John Harrington and Assistant Chief Matt Bostrom.
