Three closed public pension funds for Minneapolis city employees are consuming larger amounts of city property taxes due to slumping investment markets and low numbers of current employees contributing to them. Most current employees are covered under State pension plans, but a large number of past employees are in Minneapolis-only funds that are paying past retirees with few remaining members paying in. Investment returns expected from the funds have been battered by stock market losses, requiring more pay in from the City.
